Asset Management FrameworkOverview
Gold Coast Hospital and Health Service (GCHHS) was established as a statutory body on 1 July 2012 under a changing profile for Queensland Health, necessitating a new program for managing all its assets and infrastructure, both now and from a whole of lifecycle perspective. To facilitate the transfer of land and buildings to the newly formed GCHHS, an asset management framework was required to enable the active management of all assets.
Approach
Our consultants worked with the GCHHS Executive and Facilities Management Team to determine the most appropriate framework for the asset management plan, which needed sufficient rigour to meet the extensive compliance and governance obligations associated with public health, and be manageable for the FM team to implement on a daily basis. We selected a model that represented all the stakeholders’ expectations, aligned with the GCHHS Strategic Vision and enabled accreditation to the newly introduced ISO 55000 Global Asset Management Standard. Working within existing budgets, we enabled implementation of the asset management policy, program and a manual for all users, within tight timeframes.
Benefits
GCHHS owns assets worth in excess of $2bn and includes the new Gold Coast University Hospital and redeveloped Robina Hospital. The asset management model we developed has enabled GCHHS to accurately plan the lifecycle of its assets across along classes and disciplines with a clear maintenance, refurbishment and replacement program. The model creates a robust and transparent financial profile for the portfolio and enables accurate financial forecasting, reduces unplanned maintenance and capital works, releasing funds for additional health care programs and optimising the use of existing resources. The asset management manual has become the standard for Queensland Health due to its robust structure and simple to understand and implement processes.
